Extend the Rust tools crate with NotebookEdit, Sleep, and PowerShell support. NotebookEdit now performs real ipynb cell replacement, insertion, and deletion; Sleep provides a non-shell wait primitive; and PowerShell executes commands with timeout/background support through a detected shell.
